WILMINGTON, NC (WWAY) – Two years to the day Mary Cochran died in a fire at Carolina Beach, her daughter filed a lawsuit against the man who set it.

Alice Beth Cochran is suing Marshall Doran and his parents, Peter and Cynthia.

In the early morning hours of December 6, 2014, Doran set multiple fires at Carolina Beach. The flames quickly spread to a nearby condo. The fire killed Cochran and Darlene Maslar.

Less than two weeks later, Doran  also pleaded guilty in a 2014 wreck that killed two Good Samaritans in Wake County .  Doran was out of jail on bond for that deadly crash when he set the fires at Carolina Beach.

According to the civil lawsuit filed in court on Tuesday, Doran was ordered to not consume any alcohol while on bond. He was also supposed to be under continuous alcohol monitoring.

Doran was released into the custody of his parents. The lawsuit claims Doran’s parents were obligated to ‘protect the public from further harm from their son who they had voluntarily agreed to supervise’ and to ensure that their son ‘would not consume alcohol or illegal drugs and would otherwise not pose a threat.’

The lawsuit also claims Doran’s parents knew he was in a downward spiral of depression and post-traumatic stress. The suit also states Doran’s parents knew, or should have known, he was drinking alcohol and using illegal or prescription drugs. The suit states his parents also gave him money that Doran used to purchase alcohol/and or illegal drugs, which Doran kept in his room in the Dorans house.

The lawsuit states that on the night of the fires, Doran went to several bars in Carolina Beach.  The suit claims that Doran’s parents also called the Dive Bar and Spirits at 2:00 a.m. asking if he was there.

The lawsuit asks for wrongful death damages in excess of $15,000 and punitive damages in excess of $15,000.

The lawsuit also asks for a jury by trial.
